Round the Twist...
...was a kids TV show on in the early-mid 90s, usually involving a group of kids solving mysteries (I think? can't remember the exact premise of the show).

One particular episode involved a scarecrow that came to life and chased said kids round a lighthouse, which terrified me for several weeks afterwards.

If you saw it I'm sure it stuck with you for a long time...

according to
that great bastion of truth wikipedia round the twist was:

"a Logie Award-winning Australian children's television series about three children and their widowed father who live in a lighthouse and become involved in many magical adventures."

it was awesome

It was based on some weird books, too. I used to read them religiously in primary school. Now I have to go and look it up on ewechewed or something...

...Edit: yeah, it's not got any less creepy and insane.

It was based on Paul Jennings' short stories.
I loved this show, though they were based upon many many short stories that were designed to be a bit weird or creepy, aimed at kids, and thus had to squash or adapt things often to fit the events around one family. I think the lighthouse may have been knocked down a few years ago,IIRC.
