License to breedAfter constantly hearing stories of and seeing first hand such horrific acts of child neglect and abuse I think there should be some sort of licensing system for prospective parents.
Drug addicts, alcoholics, severely uneducated red necks and so forth can then not use their child as a form of income (From government financial assistance).
Oh, and *insert humourous knob-gag*...
