My ideas
Step 1: (Rush Hour - 6am till 9am & 4pm till 6pm) - Lorries/trucks must stay in the inside lane.
Step 2: (Any-time) Anything over 3.5mt inside/1st overtaking lane only along with trucks.
Step 3: (Any-time) Minimum speed limit of 60mph (roadworks/weather/lorry exclusions excepted of course)
Step 4: (Any-time) Not doing 70? - get out of the outside lane!
Step 5: (Any-time) Learner drivers must display 'M'? Plates and only be allowed in the first 2 lanes until they pass a motorway test of some description.
Still thinking of more but it's a start!
