Actually, not true.In a few cases removing lights can improve traffic flow across one axis, but it is at the cost of the other.
In some cases that has little impact, so you could say it works. In fact all it rpoves is that the lights weren;t really necessary.
But try taking out a set at a busy city centre junction. It causes delays in every direction. Left to their own devices, people are idiots.
Whole idea is flawed and stupid.
