yeah, that sucks
fortunately as most people in my office are retarded I'm in charge of the heating/air conditioning, so when someone asks me to change it I walk over to it, prod it and leave it at the same setting

I find that I leave it set to the same setting for a week
and every day the same people will complain of it being too hot or too cold, but fine after I've pretended to change it

Useful tip
It is ILLEGAL to heat an indoor working environment above 19C. if it goes any warmer, the heat must be switched off until it goes lower. Wave that one around at them and make them wear clothes suitable for cold weather.
