Yeah, but law is only complex because of arbitrary human bullshit.
Plus, someone always knows how it works, because they either came up with it, or had it explained to them in detail. And we could choose to make that shit a lot simpler if everyone was less of a massive douchebag.
On the other hand, science is genuinely complex, and actually has to be figured out by people... you can try and invent arbitrary science if you like, but that lumps you in with creationists, homeopaths, scientologists, and people who eat toast without any butter.

yes sometimes people are douchebags, but sometimes there is no easy answer to some very difficult questions, and there has to be a dispassionate way of resolving them.

Of course we need law, and people to implement it.
