May I just point out...
at least in theory
IQ = 100/mental age * physical age

therefore, if he's 41 with an IQ of 48 he has a mental age of 19.68 which is over the age of consent.

of course it could just be that IQ tests are bollocks.

I'm not sure how you've written that formulae
ie, whether physical age is on the top (in which case mental age is 85) or on the bottom (in which case mental age is 0.05)

but definitely not 19.

clarification:
bugger, got it backwards its 100 divided by physical age times mental age. silly me.

anyway, for simple sums and IQ of 100 should mean that your mental and physical ages are the same, and this is supposed to be average. so an IQ around 50 means his mental age is half his physical age.
