If you can get used to noise as you're falling asleep, you're less likely to wake up, I think.
It worked for a friend of mine who lived next to a large crossroads in Nottingham, with traffic running 24/7. She couldn't sleep at first, but by having some music on in the background as she slept, it let her relax.
