You're pretty much saying the equivilent, in regards to black people who break the law, that they're representitive of all black people.

Definition is law is based on these.

Definition of ethicity is "common and distinctive racial, national, religious, linguistic, or cultural heritage".
travellers have none of those. Romany gypsies may well, these aren't Romany gypsies, they are a bunch of people who wish to chose an alternative lifestyle. That doesn't give them any fucking right to break the law any more that it would give you the right to say that your alternative lifestyle of having sex with women against their will was something you should be allowed to do.
