we asked about smoking baccy in spliffs last time we were there, and the woman in the coffee shop just said do it in the rooms upstairs.

They do provide some alternative 'filler' for your joints. However, I was talking to the manager at the Rockerij and he said it was impossible for them to police whether you used tobacco in your joints or not. His advice was to keep your tobacco in your pockets rather than on the table, so if someone did come around checking they wouldn't notice.
