I don't think punishment is the way to go
encouragement is much better. Punishment will just turn it into a chore

are you ok with people getting paid to be out of work due to something under their control? I'm not saying being thin will instantly get them a job, but being too fat to work is your fault, and you should be encouraged to do everything in your power to find work. If at that point, you still are unemployed, then fine, benefits are there.
