Killing everyone with a current IQ of 124 or less would bring down the IQ of those with an IQ of 125 or greater

You would need at least 4 to get below 1% even if there were no breeding at all.
100*0.25=25
25*0.25=6.25
6.25*0.25=1.5
1.5*0.25=0.4

Taking breeding into account would be really hard since you would need to know how IQ is distributed through populations as you might end up culling a lot of your breeding stock in the first wave which could leave you unable to recover your population.
