I think it's to do with the fact that cigarette/tobacco smoking kills large numbers of people
For one reason or another it is quite difficult to just ban it outright, so governments for some time now have been employing various methods to reduce the numbers of people taking it up in the first place, so that ultimately those opposed to prohibition will eventually die and will not be replaced.

last menthol I smoked was in 1998.

I agree that smoking is terrible but if people want to slowly kill themselves then it is their choice to do so. Warnings on packets etc are in place.
