Rather than having a general opinion on all buskers (bit racist), I judge each on their individual merits.
I think it can brighten a place up if there is some nice music.
If they sound good, I will give them money.
It may not shock you to learn that I have been a busker myself and yes, I was good.

Alt: I think you are going with the media interpretation of what meteorologists have decided is likely using modelling systems.
It could probably still go either way, but we always insist on a prediction.

Precisely, you have to try to remember the context of the times.
It's interesting to see the crowd shots of Jimi Hendrix at Monterey - people were shocked beyond belief at what they had just witnessed.
These things are old hat to us now, but they had never happened before.
