there are phones you can use to make calls
hence the 9/11 passengers were able to make calls home.

the lack of calls here suggests that either someone was stopping them, or they were all out cold already, maybe.

I think they would have made more of this in the press if no calls were made, despite every fucking seat having a telephone next to it.
So I think we can safely assume that that wasn't the case.
