It's a thing there. You have to have winter tyres in most places except Franceand in Germany you need to have chains in the boot, too.

I haven't seen what Belgium does.In Germany it's if there's snow on the road. Most people change in October, I think.

I bought winter tyres for my Saab.But that's only because someone at work was selling them for £100 and it cost more than that per tyre on the alloys it had.
