So you do £5m worth of stuff only to see £4.5m of that go to the Gov.

No, in my example (which is no where near realistic)
you get paid £5mill, you get £5 mill
If you get paid £6 mil you get the £5mill tax free and the 90% tax goes on the last one so you earn £5.1million

How many people get over £5m ? Maybe the bands could [figure out of nowhere] work on 10% every £2m...
0-2m = 10%
2-4m = 20%
