It's an austrlian chocolate biscuit, similar to a Penguin, but nicer and they come in a few varieties. You can occasionally get them over here.
A Tim Tam Slam is where you nibble off two opposite corners of the biscuit, then use it as a straw to suck a hot cup of tea through, then, once you have sucked tea all the way through it, you have ot cram the whoe thing into your mouth before it collapses into a soggy mess and it's quite yummtastically gorgeous.
