It is a disorder. In medicine, a disorder is a functional abnormality or disturbance [Wikipedia]. Whether the disorder is caused by infection, genetic illness, hormonal imbalances, upbringing or anything else doesn't matter.

That's not to say that the mother isn't a twat for thinking her son shouldn't be given an ASBO because of his behaviour. You need to take responsibility for your behaviour regardless of the reasons behind it.

Ah, now that's an interesting definition.
So "ODD" could actually be a medical definition for "child needs cunting in the fuck" - in the same way that doctors have to refer to a "large, male habitus" instead of "a fat bloke," when talking about a patient within earshot.

Yes and no
It is something that should be taken seriously because about 50% of children that would fit the criteria for ODD will develop conduct disorder if left untreated.

It's a medical definition for a badly behaved child with associated therapies for changing this behaviour. I expect that cunting them in the fuck would more than likely make things worse as coercion is a poor way of enacting the kinds of changes desired. Treating it like an illness rather than a disorder is just as bad.

I might look this up in my textbooks at home as the info I've found on the net is a bit crap.
