a problem has been detected and windows has been shut down to prevent damage. it tells me to disable all anti virus stuff and to run chkdsk/f, but I can't even boot into safe mode

As told to me by a friend, and I think a couple on here can vouch for thsi working.
Unplug hard drive and remove from computer. Place in freezer for a while (can't remember the exact time). Quickly - plug it in and put it back in, and backup asap. If it is the hard drive that's causing the problem... this should at least buy you enough time to backup important files

Or alternatively, put the PC/Laptop in the fridge when you put the HD back in.

chkdsk is sometimes started automatically on booting up. IF you're still having trouble, you may want to boot a Windows installation from a different HD with the new one attached as a secondary or slave HD, and run chkdsk on the partition of the secondary HD That's causing the problem.
