Can someone enlighten me as to when it is acceptable to start a new thread on /talk?
I don't particularly want to at the moment, but I'd like to not get textually kicked in the nuts if the mood were to strike me.

depends if you have something interesting to say.
If you are just trying to move the conversation on, I reckon after half an hour or so it's fair game.

just make sure that it's not instantly after a better one and that you participate in the conversations (if any) that you start.

There are no rules.
But my general guidelines are.
- If there is no conversation going on
- If you have something to say
- If you're going to join in on the thread
- If you want to push something down the board.
