How come kids don't have to school?
In this shitty weather, most local schools are closed, even though the little darlings live locally. It's hardly a drag to make it 3 minutes down the road, and they can play with snowballs.
I had to travel a good few miles, limited bus service, and no Metro. 'Snot fair. I made ane ACE snowman though, so it wasn't quite all good, but partially ok.

Number of factors really.
Frozen pipes, no heating (antiquated boilers that regularly break down in the cold), poor access for buses, kids having to come in from wide rural catchment areas, teachers living 50 miles away in the sticks and can't get in...

Let's imagine that about 3 people can't get into work in an office job.
It doesn't really make much difference.

Now let's imagine 3 teachers can't get in. That means there are 90 children without teachers.
If the teachers aren't there then there is no one to look after them so you would have to send them home anyway.
