How about Studio Ghibli?
Or the German Expressionist stuff from the 20's - Nosferatu, The Cabinet of Dr. Caligari, etc

Love the Ghibli stuff
I was a late convert, Becky letters showed me the error of my ways there.

Haven't seen either of them, but I have seen Metropolis.

Check out Nosferatu
It might seem a bit dated because it's basically Dracula by another name, but the imagery is fantastic and the atmospherics are bloody terrifying

I love Nosferatu.
I can really imagine people being scared when it came out.
