Increased benfits for people who take regular education in regards to bringing up kids in a 'good standard', as deemed by 'the system'.

It's more that a bit difficult it's morally abhorrent,
totally unworkable, a massive violation of human rights and fundementally bad not just for the country but humans as a species.
