This doubbling consonants should have a rule or a guideline or something. I'm always confused/confussed.

If you follow the rough guidelines of
if the vowel is long, like the i in smiled, then it's one consonant. If the vowel is short, like the i in filled, then it's two.

So the long sound of u is in confused, the short sound is in fussed.

Oh, dear
I can't tell appart between long and short sounds. We only have 5 sounds for vowels and those are the ones that my brain can differenciate. After 5 years here, I still can't tell the difference between beach and bitch. Mark insists on teaching me, and I try, but no, they sound the same.
