I would have to admit that it was the Darkness Unchained (LiC) who came up with it.
I considered Clotho for a while, but it's not THAT spooky, and a little obscure.

I had to resort to wikipedia
she's fairly spooky in that she can decide when are born but it might be a tough one to explain when trick-or-treating.

Clotho really decides when you're born, though. Slightly more positive than deciding how long you'll live and when you'll die. But we three work in tandem.
