Get anyone with the knowhow to have a look at the startup, and if you've got loads of icons on the desktop, remove them, it's surprising how much that can help.

I use CCleaner for a lot of the removal of old files, can be extremely helpful.

Check your taskbar to make sure you've not got loads of background programs running. If you're confident enough to know what should and shouldn't be running at startup, go to 'run', then type 'msconfig', and go to the startup tab.
If you don't know what should and shouldn't be left running, don't do anything with it, get someone to have a look.
