where would you get enough water to dilute a tiger to parts in a billion?

That's not much water.
A tiger is - say - 100l.
Or .1m^3.
So, you need 10 million litres or so to dilute it to ten parts in a billion.
Alternatively - as tiger penis is reportedly the desired part - simply beat off the tiger vigorously into a litre of water.
The skin abraded from the outside will easily meet parts in a billion, and as a plus, the tiger may give you a reach-around.
