Attempt to look busy by frowning and striding purposefully around your office/other place of work with a piece of paper in your hand.
You can ocassionally change this piece of paper for an empty box/file/etc., be creative.
One word of warning, though; do not carry around a BLANK piece of paper, then it becomes obvious that you're slacking.

My mate used to do that with cleaning equipment. If you were assigned to 'lobby', it meant sweeping and mopping the eating areas, wiping tables, emptying the bins and so on. Utmost tedium for several hours
He perfected the art of being able to do sod all for ages. Sit in the downstairs cleaning cupboard for 5 mins. Get a broom, carry it through the kitchen up the back stairs. Come back down 5 mins later with a cloth, give it a rinse go back upstairs. Come back down the front stairs with a mop etc etc.

when I worked in theatre I used to do the same with a spanner.
Wlso, in a previous desk based job, I perfected the art of sleeping sitting up with a pen in my hand.
