Why not have a pop at South Korea? They'll probably take it in good humour.

North Korea have one of the largest standing armies in the world with 400,000 more active troops than S. Korea.
Plus China standing in the background.
and America busy elsewhere.

Plus many think the north have 6-8 nukes, the third largest store of chem weapons, lots of bio weapons, heaps of other stuff too (subs, sneaky sas-types etc). Enough gear to make a big mess anyway. But who knows... South Korea has a very low birth rate and an increasing aged population while the north is breeding like flies...so they may just play the long game...

but North Korean hardware is a pile of dogshit. 400,000 extra troops doesn't get you very far when your opponent has air supremacy, as the South eventually would.
I think China would be making a huge mistake to stand behind the North again.
Agreed on your point re the U.S.
I think the only thing that has probably prevented a retaliation from the South is that the North is run by unpredictable mentalists who might just drop the big one and to hell with the consequences.
