the sketch supposedly came about because one of the Python'ers (I forget which) lived near a very, very steep hill, and they saw someone walking up the hill at almost a 90 degree angle to the ground, but. . . diagonally. So they crossed that idea with the idea that beaurocracy has gotten way out of control. . .

Then again, some group or another usually find something offensive in anything. And they're usually twats for doing so.
