It's just white, with "Service Not Available" in Times New Roman at the top. You'd at least think they'd try to make it a bit pretty to calm all us angry people down a bit.

Edit: Fingers crossed, I think hotmail's working now...
Edit2: Wishful thinking, it must have got the sign in page from my temp folder.
