I have several textbooks that attest to phosphorous being a chemical.
I like the American excuse: "It doesn't count as a chemical weapon because we haven't signed up to any of the international agreements banning chemical weapons, therefore we can use it on who we want while still making a fuss at other people who may or may not have had chemical weapons which may or may not have been sold to them by us."

they dropped a burning chemical on a densely populated civilian area. Then they denied it. Then they admitted it, but said it wasn't a chemical. Then they said it was ok anyway, because they hadn't signed the international treaty banning it.
