it tricks the eye into thinking you're looking at a scale model
which is intriguing for the first few times, then after, a little bit 'meh'

why?
you could darken a photograph to make it look like it was taken at night but what would be the point?
taking photos of models or at night are things that can be done in reality, why bother usinig photoshop for the same effect?

A lot of people are getting the effect wrong.
The idea is to emulate the depth of field you'd get from a camera with a macro lens & wide aperture. This means that only a certain plane of the photo will be in focus, and that is a plane a certain distance from the camera.
Therefore it doesn't work if, as people have been doing, you blur random parts of the image, or change the focus on the vertical plane.
Silly people.
