I use Photoshop to do most of these. If you're comfortable with Photoshop, I think a good way to start might be by playing around with the Pen Tool, to get used to how it works and how to deal with Bezier curves. Maybe try tracing over or reproducing some photos... start with source images which have big areas of colour and not too much detail. You'll quickly find out if you find it absorbing or just a pain in the ass. It's always fiddly at first but if you do find that you enjoy it despite that, then just keep making pics, and you'll very quickly get used to the way it all works. Then it really gets to be fun.
There are lots of Photoshop vector tutorials online which deal with specific methods, and they're definitely worth looking at. There's no 'right' way though and I think the best approach is to make lots and lots of pics and find out what works best for you.

I'm quite handy with PS and have had a look at a few tutorials, I always got the feeling that once you've cracked the surface the rest starts to flow from there, just need some proper time to get my head into it :)
