I'm sure in some extreme and unusual cases
a 13 year old might psychologically be mature enough to make such a choice.
But I would say that was less than 1% of 13 year olds.
What kind of insane twat would put the other 99% of kids at risk just to help out that 1%? Oh I know, someone who wants to make things easy for paedos.

He actually has said that he thinks the law is broadly correct, but that a one-size-fits-all solution necessarily makes some mistakes, so treating it as 100% correct with no adaptation for individual circumstances is a problem.
