We have something similar at a training centre
For gas escape training.
Its like a little street with flats, houses and a bar/resaurant all kitted out with cookers, fires, tv's etc.
The street outside has waterboxes on the floor and valves and stuff. The police have used it in the past to train sniffer dogs
