the effect is basically 2d. Move a few inches either way and the effect is like just tv screens for windows.
not vr at all in any way, pointless.

... and I don't really follow why it's not VR.
I agree it's not stereo 3D, but with the landscape moving with the acceleration of the bus, I would think the experience is very real indeed. It's also a 360-degree experience in the sense that you can look out of any window just by turning in your seat.
Since you are moving, you would also get quite a good depth perception from the apparent relative speed of different objects. May not feel quite "real" but I imagine it's pretty immersive.
