Assuming you are serious:
There are pretty clear and binding rules about this, at least in the UK.

Check this yourself ( www.hse.gov.uk/contact/faqs/toilets.htm ); but the most literal interpretation of your post indicates you should have AT LEAST 4 Cubicles AND 3 Urinals (plus, if I understand correctly, 5 washbasins as well).
