I was told when studying a module in language development in children that it's actually a clever stage. She has learned that it is the shortest and most efficient sentence which requires your full attention and a long answer. Her 'why' is asking for your time and building a relationship with you, irrespective of what else she discovers.

I used to know a kid who would do that - he was 8. Every action was queried with a why. Bloody annoying git.
