I was told when studying a module in language development in children that it's actually a clever stage. She has learned that it is the shortest and most efficient sentence which requires your full attention and a long answer. Her 'why' is asking for your time and building a relationship with you, irrespective of what else she discovers.

She's forming "Why" sentences now....
"Why are we driving there?"
"Why did you turn my telly off?"
"Why are you swinging the axe at me?"
etc etc

better than rage-inducing single "Why?"'s
everywhere.
I used to know a kid who would do that - he was 8. Every action was queried with a why. Bloody annoying git.

"Mummy and daddy gave up asking why 20 years ago,
therefore we don't know. You work it out, and let us know."

My favourite, overheard, was
"Because I'm the adult and you're the kid, that's why."

:D
Normally when she asks "Why are we going here daddy?" I answer by pointing in another direction and say "Because we're not going there."
