Unfortunately, yes.
Blue sky thinking is really just a way of thinking about a problem and coming up with ideas/solutions regardless of any potential barriers these appear to have. Once you've got all your ideas, you can then set about getting rid of those that are completely stupid, keeping the ones that are maybe a bit stupid but possibly have some merit, and all the non stupid suggestions too.

Quite why nobody just casts aside the totally stupid suggestions in the first place I don't know.

the reason is that a stupid suggestion may spark off a sensible one. I was very dubious about all this but then I attended a brainstorming meeting which was run by a 'professional brainstormer'. He was very strict about recording everything, no matter how bizarre an idea, and sure enough some of the weirdest ideas did end up inspiring someone else to come up with a sensible idea. If it's well managed then it works well. If it's not managed then, yeah, it's daft.
