It's latin ...
et ceteri - and the rest. When you've said it once you've obvioulsy alluded to what's still left. After the first time there is no "rest". So it's not only annoying it's totally wrong.

I thought gene wilder brought real flair and class to the use of the redundant phrase etcetera etcetera.

Just my thought on the matter. Maybe you need a suede top hat and a purple velvet jacket to really pull it off.
