why not send failed suiciders
the bill then maybe we will get the money back or they will succeed in the endeavors

but only you exclude attempts whilst on a horribly long waiting list for meaningful help; and said waiting times are brought down for Cognitive Behavioural Therapy on the NHS.

(If you have to wait 2 to 4 years to start the most effective way of fixing certain mental health problems, the odds of success drop; by which time you've probably already found, and adapted to, the one medicine that actually helped for a while. I don't believe it's right to punish people for giving up the fight during that sort of delay, or for not magically getting fixed by help that's too little too late.)

Also, said failed suiciders will automatically get several times said money back from the inevitable other people who have made concious choices to render their lives a living hell. For example, unethical discriminatory employers; social services that are more focused on avoiding additional workload than actually taking on and trying to help another client; ATOS Origin who persistenly and incorrenctly pronounce people with severe health problems as *fully* fit for work. You get the picture, I hope.
