The phrase "As a taxpayer..." is a good indicator that anything that's about to follow is likely to be ill-informed, hateful, and just plain wrong.
So you pay tax, do you? Well done! This doesn't automatically entitle you to fart out your worthless opinions in public though.

Be quiet, do what you're told and leave the thinking to someone who actually knows what they're talking about. HTH xxx

In fact, you can generalise this - "I'm not [X] but.." means you're about as [X] as can be.

Whenever anyone starts a sentence with "I'm not being funny but..." you can guarantee that whatever they're going to say won't be funny, in fact it will most likely be annoying and ill-informed

Got to admit I'm guilty of using that phrase myself.
I've usually used it to try and make the objection that followed it sound slightly less unreasonable.

"Not being funny here, but the deadline for submitting Product A to Customer Z was two weeks ago. Why are we still having hour-long debates about what tip-ins should go into it?"
