that I've started something I cannot finish and this was a terrible mistake - but the only other option I have is simply to carry on getting nowhere and having all my requests denied, so I thought fuck it and crossed my fingers...

It was awful, everytime he took his ex to court it cost him money he could have spent on his son, especially as she'd refuse to cooperate with what the court had instructed.
She was safe in the knowledge that the court won't take any action against her as if they impose a financial penalty, that'll be robbing the kid of much needed money, and they aren't going to send her down as 'a kid needs a mother'.
Have you tried to speaking to the mother of your ex and seeing if she'll apply any pressure on her daughter?

Her father is a nice, quitely spoken and utterly henpecked man who just wants a quiet life. He'll be of no use but probably sympathises.
