Sounds dubious. Especially if the signage hasn't been changed to 'under offer'. But what do I know?
You could try 'This is my absolute limit, if the other offer falls through, call me' and I bet they'd be on the phone within a day.

I'd expect the website to be updated, at least. Do they have more than one branch? You could try phoning a different branch to enquire if there are any offers in on the property.

Offers are tentative bids - under offer implies that a bid has been made but is not necessarily to the owners satisfaction, a bit like the auctioneers "any advance on...?"
Rarely used these days.
