Not 4/4 as in four to the floor, which is what house is.
A straight four beats in the bar, with four kicks. Take out the third kick and you have nu skool breaks.

Jungle may be 4/4 time but it's not four to the floor.

Indeed.
DnB/Jungle and to a lesser extent, breaks (but not tech funk) are all about the basslines and the snaredrums.

House, techno and the housier end of breakbeat (tech funk especially) is all about the kickdrums.
