they shouldn't have to police themselves, they're a trade and they sell to whoever they can to make money, like any trade
they can't be held responsible for the actions of their customers in the same way that arms dealers can't be held responsible for things like the dunblane massacre

They don't just police themselves they have the UN and international treaties to govern them
They spend MILLIONS finding loopholes, deliberatly breaking laws where the punishment is less than the profit on the crime and lobbying governments to stall or stop any stricter controls.

Don't know why I'm bothering to say this, you obviously don't think the arms trade is moral.
