Is he under any kind of obligation to do more than he does?

Yes. Would get unpleasant to have to do any formal such as a solicitor's letter or similar.

If you have already tried approaching him as a group in order to change his behaviour then that is probably your only recourse.

Tangles
that sounds like you are encouraging adult behaviour and suggesting that rather than making snide remarks they confront him with their concerns and lay out why they feel he isnt pullibng his weight and once he has the full set of feelings laid out give him the option to change...

PLEASE REMEMBER THIS IS THE INTERNET THERE IS NO PLACE FOR RATIONALITY
